Facility Information: The Federal Correctional Complex, Coleman is a United States federal prison complex for male inmates in unincorporated Sumter County, Florida, near Wildwood. It is operated by the Federal Bureau of Prisons, a division of the United States Department of Justice. 

Basic Scope of Work (includes but it is not limited to): The Dental Hygienist shall provide diagnostic evaluations of periodontal disease, exposing radiographs, scaling, polishing, preventive education, and comprehensive health and dental history of inmate patients.  The Dental Hygienist will also perform any dental services as requested by the Chief Dental Officer, including administrative and clerical tasks.

Work Schedule: The contractor will normally work Monday through Friday (except Federal holidays), normally between the hours of 8:00 a.m. - 3:30 with a 30 minute unpaid lunch period. A session will equal to one (1) hour. The contractor will provide two (2) Dental Hygienists. The Dental Hygienists’ schedule shall be an estimated 36 hours per week. Both will work approximately 2150 sessions per year, which totals to 4300 for both annually. Occasionally, Contractor may be requested to work a special schedule when needed. The actual hours of work will be determined by the Health Services Administrator.

Description of Duties

All duties shall be performed in accordance with standards and methods generally accepted within the field of Dental Hygienists Services, and compliance with all Federal and State policy and regulations.

The contractor shall adhere to all standards and regulations associated with the Joint Commission (JC) and American Correctional Association Foundation/Core Standards for Adult Correctional Institutions.

The contractor’s performance shall be monitored by the Contracting Officer’s Representative (COR). The contractor must be able to work with an inmate population from a variety of cultural, regional, racial and ethnic backgrounds.

The Dental Hygienists must possess knowledge of preventive dentistry, general and oral anatomy, physiology, histology, nutrition, dental materials and instruments, dental hygiene techniques and principles to provide specialized prophylactic and preventive treatment to patients with advanced periodontal disease and other related dental problems.

Knowledge of tooth morphology, oral anatomy, oral physiology, radiology, nutrition, the principles and techniques of preventive dentistry, the instruments and materials to perform procedures including prophylaxis, examinations of the oral cavity, taking and interpreting x-rays for presence of calculus, and providing oral health care instructions to patients and the health services staff. Knowledge of common oral disease and abnormal conditions such as gingivitis, periodontitis, and caries, sufficient to recognize the presence of these conditions, provides routine prophylactic treatment, and make appropriate referrals to the dentist.

Knowledge of dental office procedures, including basic dental assisting functions such as positioning of patients, dentist, and assistant; preparing instrument trays; mixing dental materials; and disinfecting and sterilizing the instruments. Skill and dexterity in performing prophylactic and radiographic procedures.

Knowledge of infectious control techniques, general medical treatment and medicines used in medically compromised patients, and contraindications to dental care. the ability to collect and track data and enter data into the agency’s electronic system and track scheduling of patient care and must have knowledge and experience in maintaining patient medical records and confidentiality.

Education and Experience :The Dental Hygienists shall possess specialty training from a licensed dentist and/or certification from an accredited Dental Hygienists University Program. The Dental Hygienists shall be certified in Cardio-Pulmonary Resuscitation (CPR) in accordance with the American Red Cross or the American Heart Association and have a minimum of one (1) year of experience providing Dental Hygienist services.
