Roles and Responsibilities
The Director of IT Contracts leads and executes IT and other related Procurements under the general direction of Procurement Department senior management and participates in the management of the unit and department. This position directs a team of procurement professionals and is self-directed, fostering a cohesive environment for the team and must be able to interact professionally with Board and Executive Leadership. Leads the effort to develop comprehensive medium and long term procurement strategies for the IT category. Prepares reports and decisions representing the Department's position or status for the Senior Director. Advises and counsels the Senior Director with respect to the recommended action. Represents the Senior Director at external meetings, task forces, working groups or committees, as needed. Coordinates activities of importance, tracks priority issues and ensures proper follow-up coordination. Leads a team of professionals with an organized portfolio of projects. Projects range from $44,000 to over $1B. Manages a portfolio of internal client relationships Manages a team of procurement professionals in the execution of a portfolio of procurement projects, to accomplish the following: Requests for Proposals and Invitations for Bids and their associated cycle time management. The overall portfolio of sourcing project management Major negotiation oversight Major dispute change orders and claim settlement management Reviews, analyzes and appraises contract changes, disputes and claims in accordance with Federal, State and NJTRANSIT procurement rules and regulations. Ensures conformance with FTA and State regulations. Interprets contract terms and conditions, maintains documentation, and coordinates issues with appropriate departments. Fully supports the Board process to contract award. Provides both proactive and prompt responsive customer service to client departments on their procurements. Executes strategic or enterprise critical procurements especially when they require more strategic consideration or greater risk. Coaching of subordinates and peers in the conduct of various category procurements, particularly IT, and subsequent contract administration. Leads and organizes customer service meetings for clients within the team’s portfolios. Runs reports to track the team’s progress in order to ensure deliverables and timelines are met. Identifies, distributes and balances the team’s workloads and tasks in accordance with established workflow policies and procedures, skill levels and/or specializations. Facilitates, trains and/or arranges required or ongoing training for team members Monitors and reports on the status and progress of team’s work to management’ Oversees the management of multi-million-dollar procurements according to federal, state and other regulatory agency rules and requirements. Advises, reviews, and approves solutions to complex contractual matters to ensure company compliance with applicable regulations. Provides strategic input to stakeholders, peers, and team. Ensures overall compliance of team’s work with NJTRANSIT, state, and Federal laws, rules, regulations, and policies, to include FTA and FRA. Considers and promotes strategic solutions to create efficiencies and greatest value for NJTRANSIT and promotes DBE considerations in such Strategies. Determines the impact of evolving procurement, socioeconomic, financial, labor, environmental, ethical and other regulatory requirements, and develops standard contract documents, policies and procedures to address same. Manages team to follow these policies, procedures, ethical and regulatory requirements. Advises the corporation and the contracting community of policies and procedures, schedules and activities to ensure that the business community is treated fairly and openly to enhance competition for NJ TRANSIT contracts Works on special projects assigned by the Senior Director or Chief Procurement Officer. Other duties as assigned.
Education, Experience, and Qualifications
· Bachelor’s degree in Business, Public Administration, Engineering or related area. MBA or related master’s degree is preferred.
· Experience with Microsoft Office Suite required. Other procurement system experience preferred.
· Strong verbal and written communication skills required. Must be able to interact effectively with Board of Directors and Executives.
· The level of experience in procurement and contract administration of technical services, professional services, complex Information Technology services Director – 10 years inclusive of category experience.
· 3 or more years of experience in that IT category
Knowledge and Skills
Leadership skills demonstrated by a record of interacting with executive leadership and managing other professionals is required. A track record of developing and implementing strategic solutions that advance the interests of the enterprise. Excellent written and verbal communication skills required. KPI usage to optimize processes and efficiencies, Scheduling of Projects, Cost Analysis, Strategic Sourcing, Contract Writing and Negotiations experience required. Government sector experience preferred. Computer skills proficiency with Microsoft Office Suite, including Word, Excel PowerPoint and Access required
