Roles and Responsibilities: Directs staff in the development and implementation of rolling stock procurement and reliability projects, to include funding, design through production stages, and coordination with internal, as well as external organizations. Directs the comprehensive analysis of all passenger rolling stock performance. Identifies maintenance and performance problems and participates in developing campaigns for corrective action. Directs the development of the scope and technical approaches necessary to the design and production of new and overhauled rolling stock, components, and support infrastructure. Directs the formulation of the estimation of time and funding required to ensure adequate budgeting and decision-making on capital project feasibility and scope. Monitors adherence to schedules and budgets. Directs proper implementation of risk management processes that identify, analyze, and responds to project risk. This includes maximizing the probability and consequences of positive events while minimizing the probability and consequences of adverse events to all project objectives. Directs the formulation and implementation of project control systems for Division projects. Develops and implements best practices and corporate strategic initiatives. Directs inter-agency/governmental coordination, problem resolution and issues resolution, including community meetings and project review. Conducts project management skills training sessions to staff.

Education, Experience and Qualifications: Baccalaureate Degree in Mechanical or Electrical Engineering or related area, and ten (10) years of experience in a technical department of a mass transit agency, freight railroad, public transportation agency or private bus carrier, including five (5) years of progressive staff and project management experience overseeing the planning, design and production of passenger rolling stock projects. Proven technical ability to support NJ TRANSIT operations such as maintenance and reliability programs required
Knowledge and Skills: Strong interpersonal and communication skills, as well as technical knowledge rail and bus equipment and operations is required. Strong leadership and project management skills are also required. A Master’s Degree in Engineering, Engineering Management, or related field is desirable. Experience with forecasting budgets, schedules and manpower needs are also desirable
Ability to climb on/off rolling stock to conduct research and collect data, bend, kneel, crouch, and walk around for an extended period of time.
